    Lack of Consistency

    In his 1876 Annual Report, James Hughes expressed his concern about the lack of consistency in the teaching of music by the two specialist instructors: “music was being taught theoretically on one side of Yonge Street and by rote on the other side”. Hughes believed that the regular classroom teacher should receive basic training in the elementary principles of music and proceeded to implement such a system.
