    Healthful Surroundings

    In order to provide the best learning environment, schools needed to be healthful spaces filled with activities that fostered both mental and physical development to produce the best students possible. The ability to learn how to learn became paramount. At the elementary level, the student was intended to establish their learning skills and develop a knowledge base. This new programme of instruction suggested that a foundation of skills and knowledge would lead to greater success in later life.
