    James L. Hughes, Toronto Public School Chief Inspector for 40 years

    James L. Hughes was significant not only as the youngest Chief Inspector of the Toronto School Board but also as one of the most progressive educators of the time. Hughes believed strongly in the rights and individuality of children. He felt that physical education and physical fitness provided a necessary counterpoint to school work, and did not believe in corporal punishment as an effective means of discipline.
